District Plans Constructability Review Specialist II
District Five / Transportation Development / District Design / Consultant Project Management
This position will review bid questions, conduct phase reviews, and perform highly advanced engineering analysis of all construction contract plans in District Five for constructability and bid-ability.

Your Specific Responsibilities:
Reviews bid questions submitted to the FDOT Bid Questions & Answers website. Meets with Design personnel and the Engineer of Record to formulate a response to the bid questions. Submits official Department response to the bid questions on the website.
Assists with the District Five CEI Program, Scope of Service Agreements and developing consultant staffing requirements. Assists with preparation for contract negotiations. Reviews consultant proposals and issues task work orders. Reviews and processes consultant supplemental agreements, contract amendments, time extensions and invoices for payment of consultants in accordance with Florida Department of Transportation (FDOT) and statutory requirements.
Conducts phase reviews of construction plans on construction projects for constructability and bid-ability in accordance with the Construction Project Administration Manual (CPAM). Verifies that quantities in the computation book, Trns*port, and the construction plans agree. Verifies that all the necessary pay items with appropriate quantities and/or pay item footnotes are included. Compiles and submits construction’s review comments in the Electronic Review Comments program, for resolution by the Design Project Manager or the Engineer of Record.
Performs highly advanced engineering analysis of all construction contract plans in District Five for constructability and bid-ability. Tracks and integrates comments and assures that all review comments are incorporated in the construction plans package. Verifies that the contract supplemental specifications, special provisions and technical special provisions complement the plans package. Ascertains that these provisions do not override the plan’s intent. Coordinates with Production Units to ensure utility schedules and traffic control phasing can be accomplished in an effective manner. Attends utility pre-design meeting as needed to help communicate construction’s concerns.
Establishes contract duration by critical path method at Phase III design review or when the Contract Estimating System is sufficiently loaded to determine production rates. Final duration will be set once Trns*port and the utility agreements have been finalized. Analyzes traffic control plans on construction projects to verify it will accommodate the current capacity during construction. Calculates damage recovery costs to be included in the Construction Time Memorandum. Applies the Manual on Uniform Traffic Control Devices, the Standard Plans, CPAM, District guidelines and the FDOT Design Manual as measures of acceptability. Produces Contract Time Memo for distribution to the Project Manager, Engineer of Record and Plans Specifications Engineer. Calculates lane closure calculations and compares with the designer’s calculations for acceptance or recommendations.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- Concepts, terminology, and principles of highway construction.
- Construction Project Administration Manual.
- Department manuals, specifications, Standard Plans and other documents.
- Conflict resolution and negotiating techniques.
Skills in:
- Construction Contract Administration.
- Using computer software applications.
- Utilizing problem solving techniques.
Ability to:
- Analyze and interpret engineering data.
- Communicate effectively both verbally and in writing.
- Plan, organize, and coordinate multiple work assignments.
- Be pro-active and work independently.
Other Job-Related Requirements:
- Class E Driver's License Required.
- Due to the nature of this position, incumbent must respond to emergencies.
Minimum Qualifications:
- A high school diploma or its equivalent; 2 years’ experience in a related field can substitute for the high school diploma or equivalency.
This position requires a valid Class E driver license with an acceptable driving record in accordance with the Department's Driver’s Record Requirements Policy. An unacceptable driving record is defined as any of the following:
- three (3) or more moving violations in the past three (3) years that accumulate three (3) or more points per violation;
- any two (2) convictions of reckless driving in the past three (3) years;
- a suspension or revocation of the driver license for moving violations in the past three (3) years; and
- a suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction, in the past four (4) years.
Your driving record will be reviewed and the status of your driver license confirmed.
