POSITION HIGHLIGHTS
Unclassified, Full time, 40 hours per week

  • Hybrid work environment (combination of on-site and remote work) may be available

THE ROLE

The Quality Assurance Manager will be responsible for overseeing and maintaining quality assurance test cases, test executions and strategies, assisting in designing automated solutions and collaborating with development teams to ensure successful production releases.

 

ABOUT THE AUTHORITY

The CT Paid Leave Authority is a quasi-governmental agency formed by statute and signed into law in 2019. Its mission is to help Connecticut’s workforce navigate health challenges and life changes with greater financial security.  Through a trust funded by workers, the Authority makes benefits payments to eligible workers when the worker takes a leave from work to care for themselves or a family member.

EXAMPLES OF DUTIES

 

  • Supervise Authority Quality Assurance team members by providing career development, mentorship and training.
  • Act as point of contact for team members through testing cycles.
  • Source and manage quality assurance consultants or contractors required for projects.
  • Manage quality assurance needs within software development life cycle of an Agile development team.
  • Continuously streamline and improve QA testing cycle to ensure test planning, execution, and reporting are effective, well-coordinated and transparent.
  • Understand and translate business and technical requirements into test cases for new and updated functionalities being released into Production.
  • Drive development, management and execution of test plans for each release.
  • Estimate quality assurance effort, including time or resources needed, to management team.
  • Prioritize efficiently and make practical tradeoffs between time, resources and testing levels.
  • Continue advanced knowledge and capabilities in various testing cycles, such as smoke testing, accessibility testing, regression testing and performance testing.  
  • Document, review and triage bugs to determine if the issue is a defect which should be reviewed by the development team, an enhancement to consider or a testing error.
  • Maintain an advanced understanding of the current and future capabilities of the CT Paid Leave platform, including the interrelationship and dependencies of processes and functions of the platform.
  • Identify, document and report when a process or user experience can be improved upon.
  • Clearly communicate testing cycle successes, failures, concerns and status to management and stakeholders in a timely manner.
  • Provide training and knowledge sharing to team members.
  • Identify opportunities for automated testing processes and assist in developing a healthy backlog for automated testing.
  • Assist with selection of third-party automated testing tools or design of in-house automated testing tools, including providing a continuous feedback loop for upcoming iterations.
  • Utilize Agile methodology to participate in sessions such as refinement, planning, deployments and retrospectives.
  • Actively acknowledges individual and team accomplishments.
  • Fosters collaboration by promoting cooperative goals, building trust and enlisting others in a common vision.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

 

Ten (10) years of experience in computer or network administration, architecture, operations, production control, systems development, information technology analysis and planning.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

 

Three (3) years of the General Experience must have been in a lead capacity.

NOTE: For state employees this is interpreted to be at the level of an Information Technology Analyst 3.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

 

  • College training in computer science, management information systems or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.
  • A Master’s degree in computer science, management information systems or a closely related field may be substituted for one (1) additional year of the General Experience.
  • For state employees four (4) years of experience as a Computer Operations Supervisor may be substituted for the Special Experience.

PREFERRED QUALIFICATIONS

  • Experience in technical capabilities of Salesforce and Mulesoft platforms.
  • Experience in developing product knowledge and translating business and technical requirements into testing needs.
  • Experience in planning and overseeing testing cycles, including smoke testing, accessibility testing, regression testing and performance testing.
  • Experience with identifying, designing and utilizing automated testing solutions.
  • Experience in leading, guiding and mentoring quality assurance team members through software development lifecycle.
