Salary Recruitment Range: $32,639 - $52,000
Salary Grade: NC05
This position currently qualifies for a hybrid telework option with routine office and remote workday. The NC Department of Insurance trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

Primary Purpose of the Position:
The primary purpose of this position is to process payments for goods and services procured by the Department of Insurance, timely and accurately. This position processes both direct and matching invoices for payment using the North Carolina Financial System, and reviews supplier invoices for appropriate documentation, accuracy, and approval prior to payment. Position also analyzes invoices to determine that expenditures are charged to the appropriate accounting distribution in accordance with the agency's Chart of Accounts. This position processes grant payments, including grants to fire departments, and travel reimbursement payments. The position shall audit travel reimbursement requests to confirm that all documentation has been included with the request, that all appropriate approvals have been obtained, that the Budget/Travel Authorization form is attached and is consistent with the reimbursement request, and that the travel policy guidelines have been followed. This position contacts suppliers and division personnel to resolve invoice and payment discrepancies and accounts payable issues. This position will ensure supplier payments are flagged accurately throughout the year to receive a 1099 form if they meet the criteria. Position will assist with the processing of 1099 tax forms by reviewing 1099 information for the calendar year and making all necessary corrections by the deadlines set by the North Carolina Office of the State Controller and mailing out the 1099 forms by the required due dates. This position will also assist with the annual escheatment process. This position serves as a backup to the other Accounts Payable Technician and as a back-up for the fixed assets and surplus functions.

- Considerable knowledge of accounting procedures, applicable mathematics, and their application in the work environment.
- Considerable knowledge reviewing, interpreting, implementing, and enforcing fiscal guidelines and procedures to ensure policies, regulations, and programs are properly followed.
- Considerable experience auditing and matching various types of invoices, travel reimbursements and other payments for goods and services to ensure expenditures are charged appropriately, timely and accurately.
- Considerable experience with financial software systems such as NCAS, NCFS or other financial systems.
- Ability to communicate effectively to vendors and agency personnel, both orally and in writing using correct grammar.
Minimum Education and Experience Requirements
Associate's degree in accounting from an appropriately accredited institution, or High school or General Educational Development (GED) diploma and two (2) years of experience in accounting work; or an equivalent combination of education and experience.
