The Senior Budget Analyst will provide the required administrative support and financial management for over 30 active grants, continuous new proposals, and the overall business management of CDIS. This position will ensure efficient grant management from coordinating the application process through post-award reporting and requirements, handling all aspects of the financial management of grants from budget preparation to tracking expenditures, all while ensuring compliance and minimizing risk.

Duties & Responsibilities:
 

  • Directly responsible for all organizational pre- and post-award activities including federal and non-federal funding sources and closely monitor all set budgetary guidelines.
  • Prepare, submit and track all requests to Office of Sponsored Programs (OSP)
  • Create and manage budgets
  • Prepare expense reports and maintain labor distribution reports
  • Request and manage anticipation accounts
  • Issue and manage subcontracts
  • Work closely and regularly with Grants & Contracts to maintain, open, and close funds as needed and bill sponsors
  • Submit and monitor labor re-distributions between grants in Banner
  • Manage and process all Invoices for all clinical trials fixed-cost contracts
  • Manage budgetary and administrative needs and expenses for multiple federal, state, and/or city grants/contracts
  • Submit and follow-up on all program requests
  • Advise and assist CDIS staff on budget and other business related to their programs (travel, food, subject fees, expenses, cash management, meeting arrangements)
  • Manage all CDIS Finance, and Business Office transactions
  • Prepare and manage the annual center budget
  • Monitor accounts and budgets for all CDIS programs
  • Review and approve division requests for T Card, P card, Chrome River Invoices, and iBuy requisitions
  • Review and approve program advances and employee reimbursements
  • Develop processes/guidelines/instructions for CDIS to assure compliance with university policies and meet requirements
  • Train staff as needed and required for Business Office processing and requirements
  • Conduct/Attend regular team meetings to update and discuss areas of concern
  • Be liaison between CDIS and College administrative personnel and university office staff
  • Offer solutions and guidance with general supervision to improve program functioning
  • Maintain all financial records for the unit (funds and appropriations)
  • Recommend and initiate changes in internal operating procedures as needed
  • Prepare administrative reports: Annual Effort Reporting. Annual Activity Reporting
  • Perform other related duties and participate in special projects as assigned.

 

Minimum Qualifications Required:
 

  1. Bachelor’s Degree in accounting, business administration, finance, statistics, or a closely related field.
  2. Three (3) years (36 months) of budget or financial management related work experience.

 

NOTE: A Master’s degree in the areas listed may be substituted for one (1) year (12 months) of professional work experience.

Preferred Qualifications:
 

  • Knowledge of economic and accounting principles and practices, financial markets, banking, and the analysis and reporting of financial data.
  • Knowledge of electronic equipment, computer hardware, software, and their applications.
  • Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process.
  • Knowledge of arithmetic, algebra, statistics, and their applications.
  • Ability to interpret work-related documents, policies, and procedures to convey relevant information clearly.
  • Ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
  • Ability to exhibit strong organizational skills and maintain detailed, accurate records.
  • Ability to identify measures or indicators of system performance and the actions needed to improve or correct performance relative to the goals of the system.
  • Ability to work independently and effectively organize and prioritize multiple tasks.
