Grants Performance Management and Evaluation Specialist
The newly established Office of Grants Management (OGM) within the Department of Health Services (DHS) is hiring a Grants Performance Management and Evaluation Specialist. In collaboration with subject matter experts throughout DHS, OGM will provide the agency with centralized grantmaking functions to focus on customer service, compliance with federal requirements, and the overall consistency and quality of the grants process.
This position has the ability to work remotely up to 5 days per week but is required to report to the Madison central office location on occasion to complete certain tasks such as onboarding, meetings, and other events. This position can be headquartered at one of our central or regional offices.

Position Summary
As a Grants Performance Management and Evaluation Specialist, you will be responsible for managing the program performance and evaluation activities for OGM. You will:
- Coordinate activities related to contracting and the management of DHS federal and state grants, including the development of tools, templates, and trainings.
- Lead the development and oversight of a variety of agency policies and processes; provide technical assistance to internal and external partners; develop and oversee training resources; and liaise with other DHS Divisions to ensure alignment with federal and state laws, rules, regulations, and/or requirements.
- Support the evaluation responsibilities for programs and grants of the agency, including the development and ongoing assessment of performance-based metrics and outcomes.
- Monitor and conduct analysis of complex federal and state regulations for the purpose of assessing program impact and developing program policy recommendations in the areas of assigned responsibility.
Salary Information
The starting pay is between $36.00 and $41.50 per hour (approximately between $74,800 and $86,300 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.
Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. The position is classified as a Program & Policy Analyst – Advanced and is in pay schedule and range 07/03.
Job Details
- All applicants who may be appointed will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.
- For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.
- Employees must have access to both a private workspace and secure high-speed internet for remote work option. Mileage reimbursement to the employee’s headquarter location is not provided.
- DHS does not sponsor work visas for these positions, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.
Qualifications
Minimally qualified applicants will have all of the following:
- Experience in grant or contract administration (e.g., developing grants or contracts, monitoring performance and compliance, measuring and reporting on outcomes, etc.).
- Experience with policy analysis and development.
- Experience providing guidance, technical assistance, or training to internal or external partners regarding policies or procedures.
- Experience reviewing and evaluating programs, policies, or procedures to measure effectiveness.
Well-qualified applicants will also have one or more of the following:
- Experience developing and monitoring key metrics and outcomes for contracts and grant agreements.
- Experience conducting analysis of complex federal and state regulations and providing recommendations to support program development and goal attainment.
- Experience in grant or contract administration within a state or federal government setting.
